Authorised Economic Operator
The AEO regime, which forms part of Customs Security
Programme, has introduced an EU wide accreditation scheme
for reliable businesses. In the UK HMRC are responsible
for approving AEO applications and these have been accepted
from 1 July 2007. Businesses seeking authorisation must
prove themselves to be trusted and compliant members
of the international supply chain and as a consequence
will be entitled to benefits such as:
- Fewer physical or documentary examinations.
- If selected priority examination and clearance of
goods.
- Access to simplifications such as guarantee waivers
when the modernised Customs Code is agreed.
- Easier access to simplifications in other Member States
due to the recognition of AEO status across the EU.
Whilst applications are voluntary AEO will be seen
as a ‘kitemark’ for businesses involved
in international trade and will take effect from 1 January
2008.
Similar measures are in place in the United States,
New Zealand, South Africa, Canada and Vietnam. The World
Customs Organisation is also encouraging all member
states to adopt supply chain security measures.
